MINUTES

GENERAL MEMBERSHIP MEETING

September 12, 2013

 

The meeting was called to order by President Bobby Bluehouse at 6:05 pm. The other members of the Executive Board present were: Sanne Berrig, Julie Dean, Frank Elizondo, Vice President Terence Endersen, Marvin Jones, Secretary Jeff Miller, Treasurer Robert O'Connor. Executive Board members Max Alavi and Loree Scarborough arrived later. Executive Board member John Forstrom was absent. Thirty-five additional BSRA members and visitors were present.

 

Ballots for the Executive Board election were distributed to qualified members as they arrived.

 

The agenda for this meeting and the minutes of the August 8 meeting were approved.

 

Alexis Rabenn, owner of Quinn's Pub, reported recent activities and issues of the BSBA. New businesses in the Shore are Brix (replacing Seaside Salads, which replaced Me Soo Hungry), Aroma di Roma (relocated, replacing Starbucks), and Gallo's (replacing Verizon). Lucille's will be relocating to PCH at Second Street (Lucille's replacement is unknown).

 

Julie Maleki, Administrative Analyst, Third Council District, reported these items related to the Shore: Aromi di Roma has applied for an alcohol license, Baja Fish Tacos' alcohol license application will be heard at City Council next week, Ocean Blvd. sidewalk repair will occur this year. There were questions from the audience on several topics: who will replace Mark Sandoval as Marine Bureau Manager, Chase Bank parking lot utilization, beach parking lot utilization, and parking concerns related to Baja Fish Tacos.

 

LBPD East Division Commander Paul LeBaron reported some crime statistics and some details of the crimes listed on the Belmont Shore Crime Report for August, including two assaults and one robbery. He heard questions from the audience regarding concerns about people sleeping on the beach at night and concerns about traffic at Ocean Blvd. and LaVerne Ave., including a request for Stop Signs there.

 

Eric Forsberg, Parking Commission representative, reported approximately 200 employees are utilizing the LB Transit Bus Pass program and video surveillance of Second Street is being considered.

 

Tony Recendez (City of Long Beach) and Leticia Mimila (Environ Architecture) presented the plans for replacement of the Bay Shore Lifeguard Station, including images of the building. Several people spoke in support of the plan and several questions were addressed. A motion by Alexis Rabenn to support the proposal was approved.

 

President Bluehouse thanked the BSRA Executive Board members for their service this year.

 

Secretary Miller announced the Executive Board election and asked for additional nominees; none were offered. Members were asked to cast their votes.

 

Treasurer O'Connor reported an account balance of $1,532.

 

Alexis Rabenn (BSRA member and BSBA business owner) initiated a discussion of changes to the BSRA membership boundary. Some of the history of the boundary and previous changes and proposals were given, and some items to consider both in favor of and against making changes. Secretary Miller explained a boundary change would require amending the bylaws. He described the process to change the bylaws, which includes advance notification of members. This requirement prevented the issue (of extending the northern boundary from The Toledo to Broadway) from being on the ballot at this election. President Bluehouse suggested tabling the discussion or referring it to a committee. A motion by Rabenn to establish an ad hoc committee to investigate a membership boundary change was approved.

 

President Bluehouse requested election results from the Election Committee, which had not completed counting the ballots and certifying the results. Bluehouse announced preliminary unofficial results anyway, as follows:

 

All Nominees were elected: President: Terence Endersen, Vice President: Frank Elizondo, Secretary: Jeff Miller, Treasurer: Robert O'Connor, Members at Large: Max Alavi, Sanne Berrig, Julie Dean, Marvin Jones. The preliminary unofficial results also indicated there was one write-in vote for Howard Homan. These results await verification and certification by the Election Committee.

 

The meeting was adjourned at 7:50 pm.
